Expert Commission on Energy Transition Monitoring with Prof. Veronika Grimm Presents Report

On December 9, 2025, the Expert Commission on Energy Transition Monitoring submitted its latest monitoring report to the Federal Ministry for Economic Affairs and Energy. Prof. Dr. Veronika Grimm is Professor of Energy Systems and Market Design at the Technical University of Nuremberg and has been a member of the commission since 2019. The report examines the current status of the energy transition in Germany and presents recommendations for an affordable and climate-friendly energy supply.

The report shows that the energy transition is making progress, particularly in the expansion of electricity generation from renewable energies. On the other hand, it points out that there is still a considerable need for action in the areas of security of supply, grid infrastructure, and energy efficiency.

“In order to drive the energy transition forward efficiently and keep costs under control, it is crucial to focus more on market signals,” emphasizes UTN professor Veronika Grimm. “This includes both a more advanced electricity market design and the pricing of emissions. This is the only way to effectively manage investments and avoid misguided incentives.”

This assessment comes against the backdrop of a profound change in energy supply, with less predictable renewable energies soon set to account for two-thirds of electricity generation. At the same time, large parts of the heat supply, mobility, and industrial processes still need to be electrified.

The expert commission advocates various measures, including regionally differentiated electricity exchange prices, better coordinated support instruments, and the removal of counterproductive regulations. These are intended to contribute to affordable energy for households and businesses in order to prevent industry from relocating and to ensure broad acceptance of the energy transition.

Several UTN researchers from the Energy Systems and Market Design Research Group also contributed to the report.

It independently assesses how effective the energy transition measures are and whether the goals of a secure, affordable, and climate-friendly energy supply can be achieved. The independent expert commission currently consists of Chairman Prof. Dr. Andreas Löschel (Ruhr University Bochum), Prof. Dr. Veronika Grimm (University of Technology Nuremberg), Dr. Felix Matthes (Ökoinstitut) and Prof. Dr. Anke Weidlich (University of Freiburg).
